Top Up Contract Not Allowing Calling of Special Numbers

I recently upgraded only to find that I now cannot make calls to special numbers like 086 and 087. The two agents I spoke to told me I cannot call special numbers using minutes but I have to load airtime whenever I need to call them. Although I understand the explanation, I do not understand why I would pay R800pm and still need to buy airtime when I need to make some calls. This was not explained to me when I upgraded, otherwise I would have not upgraded. I would have rather renewed the contract and continue on prepaid. I have been a Cell C Customer since 2007 and I feel this is not fair.
