TO RICA OR NOT TO RICA. CELL C AND THE LAW.

On 23/4 April I had no Internet (CellC) . As Cell C previously blamed my "old" SIM for this loss of connectivity, I went to Pick 'n Pay and Checkers to buy a SIM, so that I can do a SIM swop. It is stated CLEARLY on the package that when a SIM is bought to do a SIM swop, I should NOT do RICA. The call centre also made it clear that I should buy an SIM that is not RICAed. Yet, Pick 'n Pay and Checkers both demanded that I RICA the SIM.

Please note too, that this is lockdown! Despite the fact that it is lockdown. Despite the fact that my landlord is aged and in the VERY HIGH RISK group, I had to drive to him, to get a proof of residence!!!! Note that I had NO internet (thanks to Cell C) and do all my business online and have have no proof of residence other than my bank statements (if this is even updated).

When I called customer care, they were adamant that they cannot do a SIM swop, if the SIM is RICA'ed. Fortunately, Pick n Pay did not do the RiCA, though they were typing information into their computers. Law requires shops to RICA. How can Cell C require me to boy a SIM that is not RICA'ed?
