The carrier associated with this phone is not supported.
As per this link - https://community.openai.com/t/the-carrier-associated-with-this-phone-is-not-supported/174903 - lots of Cell C "customers" have this problem.
It is extremely frustrating and has lost me a work contract.

26 May 2023, 14:19I have signed up to use ChatGPT and my phone number has to be verified. When I enter my phone number (and this is normal practice for many web applications), I get the message: The carrier associated with this phone is not supported. So, I can't sign up. As you can see from the link I sent which is from a ChatGPT forum, many other South African Cell C users have the same problem. Why don't you test it for yourself?

27 May 2023, 14:46I take it you mean applying for an unrestricted APN? Which is going to cause all sorts of other potential problems .... Why do the carriers not have an issue with this, only Cell C?
