terrible service

I tried doing a Sim swap with cellc they told me that I cannot Rica a Sim card if I want to do a Sim swap which i understand, they referred me to PEP, but PEP is not able to assist with a non-Rica sim card they referred me to Shoprite, Shoprite is also not able to assist so now I want to know what else to do????
