Telephonic promises not kept

I did a Cell C upgrade a month ago after they phoned me and made me an offer. I won't go through all of the drama entailed in changing my mind about the product I wanted to upgrade to - that was a nightmare of being passed from pillar to post and eventually having success. The part that is frustrating me now is that I have spoken to a number of agents who all promise me they will email me a copy of my new contract. A month later I am still waiting!!
