Still waiting for SIM delivery 11 days later

Cell C's upfront SIM only deals appear to be a total ****. I paid for my SIM card upfront on 27 February and was supposed to receive it within 72 hours. It is now 11 days later. They have my money, I still have no SIM. I have called Customer Care 4 times, I have emailed them and emailed the service desk. Still no SIM and no one who is willing to help me or take ownership of the problem. This is totally unacceptable.
