Still being billed for Content Services | Asked for it to be Blocked?!

I once before asked for Content Services to be Blocked from allowing to be subscribed on my account. Yet I am seeing that I am going to be billed for BBC700 (BaseBone) on my account for the March - April 2020 Statement.

I was advised the Content Services are BLOCKED from being allowed to subscribe to my account. So why is this happening again?
