Still awaiting a call from Cell C.

So its been a week and cell C promised me a response concerning my refund and this still has not happened In the meantime, my credit rating has been affected because Cell C has blacklisted me at the credit bureau. My phone is still in for repairs for which cell c has quoted me R18000.00 (this still has not been returned since I rejected the quotation), the router lies useless because they debited an incorrect account after I had given them the correct one. I cant use the laptop that's under cell c's contract because, lets face it, most work done on a laptop requires the internet. This is the worst form of bullying by cell C.

If there are other more knowledgeable readers please advise if there's any ombudsman or something, I can appeal to if a company is holding on to my money, not providing the promsed service, deducting fom my requested refund and then blacklisting me for non payment?
