"Special numbers" fall outside contract, remaining minutes do not apply

I have over 5200 minutes on my R1500 a month contract, yet I cannot call FNB or Discovery customer care numbers. Cell C call centre tells me that 087 and 086 number are considered "special numbers" and you need to load extra money on your contract to phone them. I have been with them for years and have never heard this before and it is not part of the contract that I signed with them. Held on the line for 5 minutes waitkng for a manager before hanging up. Hopefully this was just an error and they will fix it, otherwise this is breach of contract.

Special Numbers voice calls will not deplete from your inclusive minutes. You need to recharge your account if your are on a top up account and you will be billed out of bundle rates on an open line account.

So emergency numbers are now not included in a contract with Cell C? This was not disclosed to me upon renewal of my contract and has not been the case for the last 5 years. EVERY emergency number is a 086 or 087 number - so Cell C would like me to die next to the road if I am in an accident?
