Spam calls and texts

I keep on getting calls from this number (+27 (84) 145 )as well other other spam numbers and loads of spam texts advertising all sorts. I have never given Cell C permission to give out my number. I also suddenly receive terrible to no reception where I live! I think it's time to change service provider!
