Somebody please send me a email, anybody...

So I have a outstanding balance with Cell c and called them today to make payment arrangements. 1st I was told that my account is with Blake and associates so I called them and they told me my account is no longer with them. So I went through the tedious task of calling Cell c again, at the legal apartment they then told me they can't make arrangements on the account and that I can pay whatever I can afford until my balance is paid off. I asked them to send me a mail stating this and the agent said she can't do that I when I questioned as to why not she dropped the call. I call again next agent in the legal department by the name of Zotini Manyone ask me how much I can pay and said the arrangement is in place when I requested her to mail me this arrangement she too refused and said this is not how they do business all the calls are recorded so I don't need a email. So guess what when I questioned this and asked the agent to spell her surname for me she dropped the call. I guess I don't have to pay then ? Absolutely shocking service with absolutely nonsensical rules, why can't you put in writing what you agreed by phone ? Are you trying to ***** me , why can't I have confirmation of a arrangement. I wonder what the NCR would make of this.
