Settlement letter for Arrears

I have been trying to get a settlement letter from Cell C since yesterday. They were only able to provide me with a collectors name which is INTERMEDIATE COLLECTIONS. I googled the company doesnt exist. Called back and they said that they dont have a number. How can a consumer pay back arrears when you cannot get help. They are giving me the run around with 2 reference numbers: *** *** I have been told to wait 48 hours for both references. My company is will to help me settle my debt but only if I can provide a settlement letter today. This is urgent.
