Running a special with no stock?

A Special started on Wednesday 2nd May for the Huawei P20 Lite. I have been in store twice and phoned a number of times only to be told no stock. I was promised by the staff the stock would arrive today. How can you run a special but not have any stock of the device? I have been wanting to upgrade my wifes cellphone as a gift and have to keep letting her down. I have been to the Ballito Junction branch and really would like this sorted out.
