Refusal to cancel and bad customer service

Good day Cell is doesn't know Customer Service and wont cancel the contract coz you owe them and if you ask if its part of their T&C's ,no its not they just make it up as they go , but why cant they cancel the contract then you make payment arrangement for the outstanding amount like all the companies. take a contract with any other company but not Cell C
