reconnection fee

I nompumelelo Mawela contacted cell c for an upgrade. I was declined due to my payment profile. Now I check my debit order it was billed twice as a normal debit. They normally take 179 and now it's 298. Next month my contract will elapse . I did not get a phone but they upgraded me. My I please get a full clarify on this issue. Plrease reverse the outstanding or will block you from my bank. Thanks
