R325 for simswap

Hi. I had a problem with my accounts with cellc. It lapsed 1 month and my phones got ******. I went to forest hill to do simswap but i was told to pay R650. I did a simswap for 120 before but i was told is for activation fee. How do i pay activation fee on ative contracts. Its almost 6 months now and im still paying for the lines. And for the past 9 years i was with cell c i never had this problem. Is the simswap now over 300 rands or what
