Poor service on upgrade even after complaints

Been given the run around yet again. broken promises. Was told that I will receive the phone Monday 14 Mach 2016 still nothing. Got a call on Monday from the courier company RAM saying my area is a high risk area. Yet they delivered 2 previously faulty phones to same address. So why does Cell C use RAM. If they are paid to do the job they should do it. After updating my complaint on Hellopeter yesterday received a call from a rude consultant. Who then again promised that I would get it today. Its no surprise that I did not receive it. I think Cell C has given me the most pathetic service ever. I also get told they don't have a complaints department. Clearly they don't have one cos complaints never get dealt with at all. they just pass the buck while us as customers pay for contracts and for services. I am disgusted
