Poor service

Received a contract phone 3months ago and it stopped working, took the phone back and after 3 weeks I was told that I would get a report and quote, what is the quote for? I haven't received anything till today and am supposed to pay at the end of every month? Pls note keep that s**** and also deactivate the simcard cause I won't pay for a sim card and some thing that is not working.
