Payment arrangement still not made after 4 months.

Cell C have not responded by calling my alternative number that I gave them on 17-10-2020. I have 5 contacts with Cell-C ... 3 of these contracts are linked to one account, which I have been struggling to pay as my salary was cut during lock-down. I app**** for relief in July but have yet to get an arrangement sorted with the company. None of those lines have been used since then and I have asked Cell C about the pending arrangement. I went to Eastgate with the hope in closing the contracts so that I could pay off the balance owing, but was told that this will not be possible. I need to get out of debt, but cannot acquire a loan, because this amount reflects on my credit profile.

Can they not arrange with me to stop the current contracts and that I can pay off the balance of these accounts as soon as I possibly can.
