Pathetic service from cell c!

Pathetic service with cell c. I have a contract with cell c that was behind with payments. I was told to make a payment of the outstanding amount of which I did. its being a month now waiting for the line to be opened. each time when I call customer care I am told to call legal department and I will hold for an hour until I hang up the phone.

I need my line to be opened or should I rather go next door?
