Paid up Letter

I'm extremely extremely angry with Cellc. I believe that Cellc never takes their customers serious at all. I called asking for a paid up letter for my contract, I was told it takes 2 working and it will be emailed to me. till today no email of paid up letter. this was the reference no I got when calling. ***. I'm not asking for much, only need a paid up letter. Can I not complain again about Cellc or will witchcraft all the agents I spoke too regarding my query. Will never recommend Cellc to anyone. Never had any satisfactory with Cellc never. This company disappoints shame. I want my paid up letter by COB today emailed to me.
