Once again, very bad service from Cell C

I wrote the following on 19/04/2021 : On 13 April I received an SMS with a OTP to finalize my contract application with C Cell. I DID NOT APPLY FOR ANY CONTRACT. I tried to call the number provided in the SMS with no luck. On 14 April around 11 am I received a call from C Cell ***** department, asking if it was me that app**** for the contract. I advised that it was NOT me and the lady assured me that she will block and stop everything from her side. Immediately after that I called the SAPS ***** Prevention line and they confirmed that I am registered with them and that every credit and service provider can ask for their letter from them before they can open a account. They confirmed that some companies does not follow that protocol. (LIKE CELLC, because if they did I would not have been in this situation). Tonight I received a notification that money was deducted from my bank account by Cell C. I called to find out what is going on, they confirmed that I have an open contact with them and there is no record or notes of me confirming that it is not me and that they should stop it. Now I have to go to the police station and get an Affidavit and then I must send it to them and only then can they stop my contact THAT I DID NOT SIGN FOR AND TOLD THEM THEY MUST STOP IT and refund me . The lady told me she will in the meantime freeze the contract but cannot confirm that in writing. They just emailed me asking for the same stuff, still not really helping. Eventually I've sent them the documents required, even my bank statements for a refund. More than a month later and still NO REFUND. The latest excuse is system issues? For a month? Please help? Where can I report this, as I am not getting any assistance from Cell C as all?
