Offer accepted...now retracted

I have 2 numbers on my account (mine and my daughter's). I took up a Black Friday offer made by a Cell C Business Sales Consultant for my daughter's line as this was due to be done in December anyway. As my number is also overdue for an upgrade, the consultant asked if I didn't want to take a second upgrade as well. I agreed and the paperwork was submitted on 23/11. On 26/11 I was called and informed that I was only able to take up one offer on the special - despite this not being mentioned on the ads published or the consultant even being aware of it at the time. This is a breach of agreement in terms of the concept of "offer and acceptance" in contract law and I would expect this to be resolved. I don't think the consultant is necessarily to blame as she was not made aware of any restriction, hence her offer to me of two upgrades.
