Not the deal I signed for

I had went into a cell c store in December to apply for a new contract. I had decided to take the pinical 250 deal which was the S7+J2 for R699 a month, which was the perfect deal for me as I had been looking for a deal with 2 phones. However when I had app**** they had no stock and had to order stock for me. I had received a call about a month later to come into store. I had mentioned that I will be in over weekend as I had received the call on a Thursday afternoon. I had went in that Sunday to take out the contract however was denied as they did not have stock of the additional phone. I had explained that I needed a phone and could not wait another month and asked if I could take the one phone and collect the other when the stock had arrived. The consultant had spoken to the manager and it had been approved, or so I thought. I had signed the contract and was under the impression that I would be able to collect the phone at a later date, however after 2 weeks I had received no notification that stock had arrived so I had went to the store only to be told that I forfeit the second phone. I have since been trying to contact the call center, head office and sales department with no help. They only reason I had taken this contract is because I wanted 2 phones or else I would never of took the contract out in the first place. This is an urgent matter as I refuse to pay for 2 cellphones when I only have 1 and if this matter is not resolved I will be seeking legal assistance with the matter.

I utterly refuse to deal with the Cell C Mall@Reds store any longer with regards to this complaint. I had spent almost an hour on the phone with the manager Gareth trying to resolve this matter however he has no ethic at all and refuses to listen to me as the customer and is trying his hardest to cover up for his staff who are fully at fault for this matter.
Dealing with the store has left a bad taste in my mouth with regards to any Cell C store.
I have signed a contract deal which is supposed to be for two phones which I had ordered in December 2016 and had only been delivered in January 2017.
The store had sold the second phone which was supposed to be kept, as per my agreement with the consultant, for me.
According to my final agreement with the store, the manager had approved me taking one phone and coming back in to collect the other when it had arrived in stock.
According to the manager this was not the case, however if I was told and understood this I would not have taken the contract out at that store and would of went through to another store which had stock available.
Obviously the consultant did not want to lose the sale and now the manager refuses to take responsibility for this mistake, no one wants in that store will listen or acknowledge what I have to say.
I would NOT have signed the contract unless I was under the understanding that I would receive a second phone at a later stage.
I would like this matter sorted out immediately as I refuse to pay for a contract that I do not want nor will I pay out R 16 776 to end a deal that I do not want as I do not have everything which was meant to be included in the deal. I have not even touched any of the free data, minutes or sms/mms included in this deal which is leaving me at a disadvantage.
Please attend to this matter urgently as I am at the stage where I would be seeking legal advice as to ending this matter as this is not the deal I had wanted nor is it what is advertised by the company.
This is also a case of false advertising as the deal is to include two cellphones and a cash back reward; whereas I am only with one of the phones and the cash back.
