Not allowed to upgrade

After being a loyal customer to cellc I was told I can't upgrade because I am under debt review but it wasn't a problem the past five years as I was under debt review since 2017 according to cellc a law was past in court last year to state that if you are under debt review you are not allowed to upgrade as my cellphone contract is not even part of my debt review my debt counselor has twice mailed me letters to state that I am allowed to upgrade and they are not aware of any new law please advice

Yes I am, and I also was the previous two upgrades why should it be an issue if my cell phone contract is not part of my debt review process?
