not able to assist

I have had an account with Cellc for about 6 years. I lost my job and was unable to pay my subcription of R610 per month for the last 5 months. I called cellc an tried to make a payment plan. They said that they will call back but fail to do so. My account is in arears for R3660, Today I get a phone call from a collection company tell me that my account has been handed over and the amount oweing is R5000 plus. I request a statement which they cant not do. The collection company is Blakes and associates I called cellc again and the consult at cellc transfers my call to their legal department who fail to answer the phones. I waited on the line for 35mins. I am still back to square one with no answers either from the collections company or cellc. Now i have a situation and the cellular company dont care just want to hand you over and charge extra....
