No signal

The whole purpose of a cell service is to provide signal for its users to make use of. Cell C struggles with this fact considering there is no signal anywhere where you need it the most. Cell services like vodacom manages to provide signal no matter where you are. So why is it possible that cell c can't provide the signal for its users.
