no service paid up phone

ref no *** i bought the iphone 8 its was black listed due to unpaid accounts cell c never debited in my account on correct date,phone was blocked the with no service i was told if i pay the whole amount the phone will be open with service , payment agreement was done account was fully paid proof of payment was sent to confirming the account is fully paid . and i ask if they can the device coz its in good condition and they promise to open the network i was sent to shop they told me i dont a profile and they to fill the unblack listing forms they fax it still its not open also i sent emails *** and *** with the attachment needed still not network open im wondering did i pay the full amount for no service phone i mean no data no airtime was used all agreement must be met between the service provider and the customer have sent to many emails ref no ***
