No Fibre service after paying for it

Trash service provider, you pay for a service that Cell C doesn't provide or accept any responsibility for. Pathetic consultants in call centers say they cant help me nor can i speak with a team leader as the team leader is on lunch so i must call back in the next day. Why should i pay for this service
