Network shutdown

Today cell c was off in upinton i bought a 1.2gb daily data in the morning i couldn't use it due to network errors no signal on my phone. Now at 21:20 my phone receives signal i immediately connected customer care on 135. I asked a simple question. Will i be refunded because the time i bought the data i wanted to use it. Now i cannot use it becuase im connected to a unlimited internet line at home. So what is my options of getting my refund ? Because the time i bought it i wanted to use it but due to no connection i couldn't use it. The call centre agent said that she couldn't help me . If i knew that the network was going to be off i wasn't going to buy the data.
