Network locked phone for almost 2 years

I bought a cellphone for my son who's less than 8years,I was told that it would be network locked for a year after purchase and after that it will be unlocked automatically or I must call cell c call centre now it's almost 2years phone it's still cell c network locked did everything they instructed me to do but still today nothing they will tell you now it's no longer about the phone now it's about the sim card in the phone that has to be a year in use. Like honestly how do you expect a child to be active on a cellphone with calls and everything at that age . Cell is a **** if you don't want stress never buy cell c network locked phone.
