My account was debited without my consent, rooter not delivered

Cell C company it’s a ********* and ********. They have offered me a rooter together, power bank and a SIM card. After receiving it after 3 weeks that we never agreed on. They finally got to deliver it and to my surprise I only received power bank and sim. When I phoned them they told me they have logged my query and they will be investigating since from 22 of August nobody has resolved my issue, instead I have been getting calls for activation. They do not care about their customers instead they are blame the delivering company RAM. To my surprise today I haven’t even get my rooter or activated the SIM but my account is debited without my consent how funny?? This is totally *****. I do have 2 contracts with them except the one I am complaining about and I am considering to cancel them all.
