little to now speed on internet

I spend about R3000 a month on Data and all the Cell C Contract in our House, BUT come next month I will be looking at a new ISP.<br> <br> The net is slow and when I phone people become arrogant, needless to say I have tried phoning someone and they were here in the month of June, BUT Still nothing has changed.<br> <br> I don't even get a download speed and upload is not even 64kbps.
