line still open from cancelled contract

I have submitted a report on the 17/07/2015. My query was not resolved as Mpho (consultant) was going to get back to me on reinbursing me from being over charged the previous month. I had cancelled my contract the same day with him, but to date my line is still open & I'm being billed. He has not contacted me since my last report. I am totally disgusted with the assistance from this consultant as he is further putting me into debt & have not resolved the intial problem.
