limit of cellphone contract

I pit a limit on my cellphone contract. First the limit was 400 rand then I changed is to 350 rand. Last month an amount of 491.42 was deducted from my account. Now my question is why is there a limit but, limit can exceed. According to me, I am there customer, they must do what I asked them to do. This is unacceptable
