Large amounts debited, cancellation ignored

Following up from a previous complaint. Number being used under my identity that I don't have. I'm being billed. Have been attempting to sort out since May 2015. Zero help from Cell C except threats to hand me over to debt collection for not paying the amount for a number I don't even have. Call center gives me the run around and direct numbers given don't work.
