Irresponsible lending practices leading to harrassment of innocent elderly lady

My mother (elderly lady) is on a long awaited overseas trip. She only have sms roaming activated on her phone, now she is bombarded with texts (incurring roaming charges) for failure to pay accounts at institutions (Cell C and Truworths) she does not even have. It should not be the responsibility of the victim to contact MBD because they did not validate the numbers being given to them. Why should she incur additional costs because of MBDs and their clients’ carelessness. It is also irresponsible lending from their clients extending credit to people without validating their details and then handing their incorrect info over to debt collectors to harrass the wrong people. Their license to practice should be revoked and their clients ability to extend credit should also be revoked due to these continual irresponsible practices. To make matrers worse, the number being used is not even a Cell C number.
