Impossible to get a phone contract on Cell C

I've been trying to take out a phone contract since the 19th September (almost a month ago). Since then I've spoken to more than half a dozen agents, sent more than 16 pages of documents including banking statements, proof of address, marriage certificate, both my IDs and the additional documents that were required. I was told I would have receive my phone by now but I'm still waiting. Each time I've followed up on my application I've had to start the process over again, because of the refer status on my account which no one seems to know how to clear. This is starting to feel like a complete waste of time. These agents make me do all the admin and then just never respond to emails.

What is going on? Does Cell C not want to sell new phone contracts anymore?
