ID Theft and Cell C dishing out contracts without credit checks

In December 2018, I was notified by a couple of shops that someone was going around **********ly opening accounts using my ID. I then subscribed to Transunion to be notified whenever someone runs a credit check on my ID.

I followed all the correct processes: notifying the South African ***** Prevention Services of the incident and constantly checking with TransUnion about any new credit checks done.

The interesting thing is that someone managed to open an account **********ly with Cell C, without any checks (credit and with SAFP) being done. How is that possible?

When I call Cell C to find out the details, they cant help me as they are not sure whether I am the correct person to talk to or not and no security checks can be done with me (understandable but counter-productive).

I have submitted some documentation to Cell C from my previous incidents but its appalling that they didn't even try running a credit check.

How do you give someone credit without running a credit check??
