I needed to contact my bank on a 0861 number

I needed to contact my bank on a 0861 number. It kept telling me that the number doesn't exist. I called the Cell C and was shocked to learn that all their contract customers cannot access these numbers. If I wanted to call such numbers I must buy a prepaid card😳
