I dnt know if this is a ***** or poor service delivery i request assistance

Somewhr in November last year,i recieved a call from cellc agent offering a contract of two sumsung A23's @ a premium of R400 monthly.when the package was delivered it was only one A23 smart phone with two simcard.On 19 December last year i called them and reported the matter.they said i must open the case as per case number *** assisted by cellc consultant who introduced herself as lesego masike.i waited a couple of weeks then i phoned for follow up,the response said they are still busy with the investigation.I waited for another two weeks and called but the response was the same i called again a couple of weeks ago but the response was the same,even today i called still the response is the same
