I can't access internet even though I have BIS

I bought this phone in February this year then loaded BIS but i was unable to, I called Cell C to make them aware of my problem. I was told that they will log a query someone will call me back that never happened so i decided to load another BIS again this month thinking that my query was resolved as sometimes when you log a query it gets solved but you won't be notified. I noticed that i'm still unable to log onto, on Wednesday I called CellC Blackberry support and got through to Unathi/Anathi I explained my situation she then said I have to call Vodacom as my phone has the Vodacom logo when I switch it on. I told her that the phone I had before this one had the Vodacom logo she said in a rude tone\ I'm telling you what i'm seeing on the system then i requested to speak with her team leader
