Horrible service from legal and customer care department

Absolutely pathetic service from the legal department. I've been told by Cell C that I need a paid up letter from their legal department, after logging the request with that department I have received no feedback, when I phone the legal department I get no answer and after numerous calls to the department and emails I still have no feedback to my query! The service received from the customer care department is just as dreadful.
