********** porting and loss of prepaid airtime

On Saturday 9 Sep 2017 at 14:04 we received an SMS from MTN on our company Cell C cellphone informing us that a porting request had been received. The message reads "if invalid request call 083....." Since the company was closed at the time and the cellphone locked away we knew nothing of this request until Monday morning when the phone did not work. After much phoning between MTN and Cell C porting departments we managed to have the porting cancelled. However we lost the R300 prepaid airtime that had recently been loaded on the phone. A visit to the Midlands Mall Pmb Cell C branch was required for us to get a new SIM card. They were not inclined to assist us in finding out where the ********** porting request had been or by whom it had been made or to assist us in getting our airtime refunded. Just said they could not see anything on their system. If they cared they would have contacted their porting department for me and tried to assist. Manager was in Durban training and Suvir promised to get the manager to phone us but of course they never did. MTN porting dept was very helpful - if it wasn't for them we probably wouldn't have been able to get our number back so quickly. MTN callcentre told me to speak to Luke at Cell C porting department. Left THREE messages for Luke but he never returned any of them. We fail to understand:1. How a number can be ported without the cellphone provider confirming the person requesting the porting is the authorised person on that number (What is the point of RICA).2. There was NO correspondence from Cell C to inform us a porting request had been made (only MTN). 3. The porting message should NOT say "If porting request invalid please contact ..." It should rather say"Please confirm this request by dialling 1" or something similar. If no response is received to the message the porting should NOT take place. We have lost R300 and been inconvenienced (had to get a new SIM) with no apologies from Cell C.
