Fibre Piracy and sheer invompetence

Cell C are refusing to release fibre access on a property where there customer is no longer even staying. The end result of this fibre piracy is NO INTERNET for my wife's consultation business, losing her a R100,000 contract. We have been trying to get this resolved for 3 days already.
