Fiber not installed and all sorts of stories given

i app**** for a fiber network from cell c in October, they have been telling me stories and i have been waiting for them they told me to pay on the month of October 899 and i have been waiting and now there feedback they are giving me is that they cant assist they can find the vumatel coverage how ever there is a coverage and they did not even attempt and send a technician and now i have to wait for my money to be reversed and no one has contacted me.
