False International Call Charges!!!

my Nov 2014 bill reflected 13 calls to 143 which is a free call on a cell c network. However, 3 of these calls were reflected as 00143 and charged as international calls. I queried these and asked for a refund on 4th Dec. On 31st Dec Siyabonga Shongwe informed me that because I hadn't dialled 084 413 the charges will remain and I wouldn't be refunded. When I told him that my phone wasn't activated to make international calls he said I could make international calls so the charges remain. I asked for my query to be escalated and he said he would contact his supervisor. He didn't do this and closed my case. I have made numerous calls subsequently and have got nowhere. If anyone bothered to dial 00143 they would hear a recorded message which says \the number you have dialled does not exist"so how can I be billed international rates for a non existent number! This is the worst"
