Expense upgrade

Hi

I went into the store to renew my contract. After choosing a phone and contract, started filling documents, the system won't allow me to take the contract I want. Here is the kicker, it is NOT forcing me to take lower package but forcing a HIGHER, more expensive contract (which by the way does not meet my requirements)????
