Endless penalties

I'm tired of cellc penalties,I've changed bank details in July and advised the creditor but debit order ran on an old account and had to pay a penalty,the following month same happened as they couldn't link/change due to the error they get of the branch code,to date am still billed for the penalties and it came to a point where my line got suspended last month and eventually I settled the arrears in November. Tuesday the 4th I received SMS that am in arrears again,another penalty. Will I ever finish paying the arears/penalties ?
