Doesn't upgrade to correct Package as agreed

In Nov I upgraded. I was not happy with package they offered me. The manage to change it a bit and agreed to give me 2gigs data per month. I am not receiving my 2 gigs per month. This is not the 1st time Cell C is doing this. It is as if it is there nature to do things like this.
